Four Districts

The villages of Newcastle, Saggart, Rathcoole and Brittas are a showcase for rural Dublin. Frances, the local Fine Gael Minister for these areas, has been very active on many of the local issues that affect these villages. Cllr. Emer Higgins works with communities of Rathcoole and Newcastle and Frances continues to support and work for these villages, along with Saggart and Brittas, at a national level.

Frances successfully fought against plans to curtail Dublin Bus Services to Rathcoole and Newcastle. She was a key player in the campaign against the proposed incinerator in Rathcoole, has made thorough recommendations to the Council in relation to the development of Newcastle and its surrounds, helped secure funding for the upgrade of Saggart's main Junction and has helped locals campaign against the proposed closure of Mount Seskin Road in Brittas. Frances works with local residents against inappropriate development in the area and continues to campaign for proper planning throughout this rural area.

Frances recently opened the new Youth Cafe in Rathcoole and is a regular participant in the Four Districts Charity Walk and will this year attend the Four Districts Fun Day. She organises annual breast cancer awareness events in the locality and supports local groups such as the Rathcoole Community Council, the Brittas & Distric Community Association and the RAMs in Newcastle.  Frances holds clinics in the Rathcoole Community Centre on the
